解決數據庫Bug:RVWR TERMINATES INSTANCE IF FRA IS FULL

1、數據庫版本
Oralce 12c 12.1.0.2
當遇到FRA空間耗盡的時候，數據庫會自動關閉閃回。實例不會down掉。這個BUG已經解決掉了。
